Identify the renovation-licence question
Toronto's Rental Renovation Licence Bylaw guidance says landlords need a licence before repairs or renovations that require tenants to move out under the provincial N13 process. The City also distinguishes its bylaw from the eviction process under the Residential Tenancies Act.
The owner and appropriate advisers must determine the obligations for the actual proposal. A demolition contractor's estimate is not a tenancy determination, a licence or authority to obtain vacant possession.
Keep demolition and conversion screening separate
The existing Toronto rental-housing demolition guide remains the starting point for that separate screening question. Do not transfer its thresholds into renovation licensing or assume that a building permit resolves every rental-housing obligation.

Separate the physical scope from permission to start
For an illustrative kitchen renovation, the ordinary removal list might identify cabinets and finish layers while the owner's approval and vacancy questions remain open. That list can support an assessment discussion without authorising work or resolving tenants' rights.

Request an assessment with the dependencies visible
